Subject: Implementation of Upgraded Stewardship Contracting Information Database (SCID) Version 3.0 DD: 05/16/11; 06/30/11
Program Area: Forest and Woodlands, Rangeland, Fuels, Wildlife, Fisheries, Riparian Management Program Areas, and Support Services Contracting and Agreements
Purpose: This Instruction Memorandum provides information to resource management programs that may be involved in projects using Stewardship Contracting Authority provided to the Bureau of Land Management (BLM) through Public Law 108-7. Projects that are implemented through stewardship contracts or stewardship agreements must be entered into and tracked in the new web based SCID.
Policy/Action: The new version (version 3.0) of the SCID is to be used by all field personnel who administer stewardship contracts acting as the Contracting Officer’s authorized representative (COR), project inspector (PI), or timber sale contract administrator (CA). This requirement also applies to all field personnel who administer stewardship agreements acting as the Grant Management Officer’s authorized technical officer (TO). Field personnel assigned to administering stewardship contracts or stewardship agreements are responsible for ensuring that data entered into the SCID is both timely and accurate.
Prior to accessing the SCID version 3.0, field personnel will be required to take the online training course “Introduction to Stewardship Contracting Information Database (SCID)” located on the Department of the Interior (DOI) website DOI Learn. The Course Number is 1730-01. Once logged into DOI Learn, this course may be easily found by typing “SCID” into the Universal Search selection box. The student will also need to access the SCID version 3.0 “Training Database” to complete the required training lab exercises that are in the online training course. If you were an authorized user of SCID version 2.0, you should have immediate access to the SCID version 3.0 “Training Database.” If you are a new user of SCID, you will need to request access through your manager to the State Forester via an email.
The SCID version 3.0 Training Data base is located at http://teamspace/or/sites/fris/pages/dataview.aspx
. The student will enter the training database by selecting the blue “SCID User Support” button at the bottom right of the Forest Resource Information Systems (FRIS) screen. Then, the student will select the “Training” tab and, under the “Training Header,” select the “SCID Training Database.”
The online DOI Learn SCID training in conjunction with the SCID training database lab exercises will take the student about 12 hours to complete. Once the student has completed all of the training modules, they will need to send a copy of their “Certificate of Completion” to the State Forester. Once the State Forester has received the certificate, the student will then be given access to SCID version 3.0.
Contracting and Grants Management Officers are not required to take the online DOI Learn SCID training. It is optional. However, they will need to submit a request for access via an email to the State Forester for “Browse” access. This will enable them to access and run the BRIO Query reports from the database to facilitate their record keeping.
Timeframe: Field personnel assigned to Stewardship Contracts or Stewardship Agreements need to complete the Introduction to Stewardship Contracting Information Database (SCID) training and the associated lab exercises by May 16, 2011. Upon completion of the required training, each office with stewardship contracts or stewardship agreements will need to update each of their projects in the SCID version 3.0 by June 30, 2011.
Budget Impact: It is anticipated that it will take each student approximately 12 hours to complete the required training. Once completed, this action is expected to improve the tracking of data management records associated with stewardship contracts and stewardship agreements.
Background: This Instruction Memorandum (IM) is prompted by the Washington Office (WO) Instruction Memorandum No. 2011-069.
In November 2008, the Government Accountability Office (GAO) issued the report GAO-09-23 “Use of Stewardship Contracting is Increasing but Agencies Could Benefit from Better Data and Contracting Strategies.” Recommendations 2 and 3 of this report focused on improved data management of stewardship contracts and agreements. In response to these recommendations, the BLM created a web-based upgrade of the SCID. User requirements were gathered from the existing users of the SCID by working with a team of user representatives from the field offices, state offices, National Operations Center (NOC), and the Washington Office. As the development team worked, they consulted users and business owners to ensure that the database developed would meet their needs. The development team also worked with the National Training Center to develop a state of the art online training package, which will be available to users through DOI Learn.
Manual/Handbook Sections Affected: Data management associated with stewardship contracting and stewardship agreements is consistent with the new Stewardship Guidance, version 3.0, to be released late in fiscal year 2011.
