Subject:      Memorandums of Understanding
Program Area: Memorandums of Understanding (MOUs)
Purpose: The purpose of this IM is to provide the standard format requirement for the Montana/Dakotas MOUs.
Policy/Action: Attached is the Montana/Dakotas Guidance – Memorandums of Understanding. Employees shall use these guidelines when authoring or cooperatively authoring MOUs between the BLM and other entities. An MOU shall also be used when an employee serves as an officer in an outside organization. 
Timeframe: This IM is effective immediately.
Budget Impact:  There should be no budget impact on implementing these guidelines. These guidelines follow the Bureau Manual Section 1786 – Memorandums of Understanding.
Background:  An MOU is a written agreement between the BLM and other entities which confirm cooperative policies or procedures to promote mutual endeavors.  An MOU does not obligate or exchange Federal funds, supplies, equipment, or services; share or exchange data with non-Federal entities; or serve as substitutes for covenants or reservations in land or mineral patents. 
Manual/Handbook Sections Affected: None. Additional guidance is available in BLM Manual 1786 – Memorandums of Understanding, Release No. 1-1585.
