Instruction Memorandum No. MT-2007-028
Expires: 9/30/08
To:      Field Managers
From:    Deputy State Director, Division of Resources
Subject: Joint Forest Service/Bureau of Land Management Personal Use
         Firewood Permits
Program Area:  Public Domain Forest Management Program, Western and Central Montana – Pertains only to BLM Field Offices: Missoula, Butte, Dillon, and Lewistown
Purpose: This IM supersedes guidance found in IM No. MT-2005-032.
Policy/Action: This IM only pertains to the joint Forest Service (FS)/Bureau of Land Management (BLM) personal use firewood permits (Form FS-2400-1/BLM-5450-24) titled, Forest Products Removal Permit and Cash Receipt.
This permit authorizes a person to remove personal use firewood from FS- or BLM-administered lands. These permits can be purchased by the public from a FS office located in Missoula (Region 1), or from the following BLM field offices located in Montana: Missoula, Butte, Dillon, and Lewistown. The use of this permit is restricted to personal use of firewood and only valid in the above listed BLM office administrative areas.
Field Managers are now directed to collect all information on this permit, including the permittee’s name, address, and vehicle information. The FS has resolved the issues concerning collection of this data.
In addition, effective immediately, the minimum price for this permit is $5.00 per cord with a minimum of $20.00 per permit. A permittee wanting to buy more than 4 cords on one permit will be charged $5.00 per each additional cord, in addition to the $20.00 minimum. A maximum of 12 cords may be sold to an individual during a single firewood collection season.
The joint FS/BLM firewood permit is to be entered into the Special Forest Products side of our Timber Sale Information System. Use the permit number found at the top of this form to start the data entry process.
Timeframe: This IM is effective immediately.
Budget Impact: Effect of this instruction on the forest management budget is minimal.
Background: The FS resolved the issues with the Office of Management and Budget concerning the collection of personal information on firewood permits. They subsequently have issued direction to collect the information. The BLM needs to be consistent with the use and processing of these permits. In addition, the FS revised the minimum price list for the joint use firewood permit. This change brings the use of this permit into line with BLM’s direction for use of our 5450-5 Vegetative or Mineral Material Negotiated Cash Sale Contract at $20.00 minimum per issued permit.
Manual/Handbook Sections Affected: H-5400-1 - Sale of Forest Products Handbook provides information on the sale of forest products.
Coordination: This IM has been coordinated with Region 1 of the FS through contact with Stacie DeWolf.
Contact: Questions pertaining to this IM may be made to Bill Hensley at (406) 896-5042.
