Subject:      Installation of Oil Filtration System on Bureau of Land                         DD: 3/1/07, 3/31/07
                  Management (BLM) Vehicles and Equipment                     
Program Area: Fleet Management
Purpose: Purchase and Installation of bypass oil filtration systems using the Working Capital Fund (WCF).
Policy/Action: Field Offices are requested to:
1. Review IM-BC-2007-20, Installation of Oil Filtration System on Bureau of Land Management (BLM) Vehicles and Equipment.
2. Review Attachment 1 and identify which vehicles will be able to be modified to meet this requirement. It has been noted that on some vehicles it will be very difficult to mount this system, or for smaller vehicles with engines that have a crank case capacity of 3 gallons or less, it would be cost prohibited to modify. Submit this list to MT-935 by March 1, 2007.
For those vehicles that can be modified, contact Barak Frydman, Point of Contact, at 770‑944‑7795, and make the necessary arrangements to have the modifications completed. You have the option of procuring the necessary equipment and installing it yourselves or you can contact your service supplier and have them install it. Please coordinate this with the point of contact. If you elect to have the service supplier install it, please contact the service supplier and request a cost estimate prior to installation. Please charge labor and supplies to the respective vehicles’ charge card.
Timeframe: Offices are requested to have the equipment installed by March 31, 2007.
Budget Impact: Funding will be made available from the WCF for the purchase and installation of this equipment. It is anticipated that with implementation of this initiative, a reduction in oil consumption will occur, resulting in cost reductions that will assist BLM and the Department of Interior in meeting the requirements of Executive Order 13149.
Background: Goal of the initiative is to minimize the life cycle costs of these assets and reduce the budgetary impacts to BLM programs.
