Subject:      FY 2006 Capitalized Real Property Inventory and Certification

Program Area: Real Property Management
Purpose: This Instruction Memorandum sets forth procedures and requirements for conducting the FY 2006 Real Property Inventory and certification process for the Montana/Dakotas Organization.
Policy/Action: Each Bureau of Land Management office has the responsibility for performing an annual Real Property (RP) inventory for those sites within their accountability. Instruction Memorandum BC-2006-006 describes procedures and requirements for the completion of the FY 2006 RP inventory and certification. Attachment 1 specifies the responsibilities of those employees who need to be involved, while Attachment 2 defines the procedures for conducting the inventory. Attachment 4 is a list of the current RP sites that must be inventoried and certified on Attachment 3. The RP capitalization threshold changed to $100,000 per item, effective October 1, 2003. Any RP assets acquired, or constructed, after this date should be added to the inventory if the acquisition, or construction cost, was greater than $100,000. Attachment 5 is a sample format for submitting correct address data. This is a new requirement this year to assist with our move toward the Financial and Business Management System (FBMS) implementation.
Timeframe: This IM is effective upon receipt. All inventories and supporting documentation must be submitted to (MT-935), Property, no later than May 1, 2006. Please note that the inventories may be completed and submitted at any time before then.
Budget Impact: The effect on the budget is minimal.
Background: During the FY 2003 audit, the BLM received a Notice of Finding and Recommendation (NFR) focusing on untimely additions and deletions in Real and Personal Property. Continued emphasis and attention is needed to ensure timely accounting for all new property assets and the efficient disposal of obsolete assets.
