Subject:      Road Use Fees
Program Area: Engineering, Realty, Forestry, and Mining.
Purpose: This IM provides guidance and revises the road use fees where commodities are transported on BLM roads. Commodities typically consist of timber and materials related to mining.  Previous guidance expired on September 30, 1996.
Policy/Action: Based on current maintenance costs, the following fees will be charged where applicable. Field offices may also require a user to perform routine maintenance and/or reconstruction if determined to be necessary to accommodate use. It is assumed that one Million Board Feet (MBF) is equal to 5 tons.

Budget Impact: Fees generated from this activity will be deposited into the respective field offices 9120 subactivity account.
Background: Road use fees are a result of additional maintenance costs due to higher than normal loads/traffic on BLM roads. The increased weight and cyclic use degrade the surface and require resurfacing at a faster rate than with normal traffic use. Road use fees are authorized by 43 USC 1762.
Manual/Handbook Sections Affected: No manual or handbook sections are affected.
Coordination: This IM was coordinated with the Missoula Field Office Realty staff, and the Butte Field Office Engineering staff. Documentation for the basis of road use fees will be maintained in the Garnet Range Road file, located in the Missoula Field Office.
