Northeastern States District NEPA
Proposed project development on BLM public lands requires analysis under the Federal Land Policy and Management Act (FLPMA) and the National Environmental Policy Act (NEPA). FLPMA requires that the BLM develops and maintains Resource Management Plans (RMPs) for its managed public surface and mineral estate. Regulations under FLPMA also state that proposed on-the-ground actions must be consistent with an RMP’s decisions. NEPA ensures that the BLM (and other Federal agencies) consider the impact of a proposed action on the quality of the human environment before a decision is made to proceed.
Two types of NEPA documents, the Environmental Assessment (EA) and the Environmental Impact Statement (EIS), are required to involve some level of public involvement if not formal comment periods. Proposed federal actions or projects can be found in the NEPA Project Log.

Any NEPA analysis documents and land use plans initiated prior to Fiscal Year 2016 will continue to be listed by fiscal year and available on the NEPA Log links below.
These logs track the start and completion of BLM's review of actions under the National Environmental Policy Act (NEPA). For some actions BLM may request public input during comment periods initiated through official notifications (i.e., direct mailing, local and/or state newspapers, Federal Register Notices). However, interested parties are also encouraged to check this site to ensure adequate time for comment on specific NEPA documents, especially for cases when an official public comment period is not planned. When timely comments are received they will be considered during the NEPA analysis and decision-making process.
