Project Description:
Thompson Creek Mining Company has proposed to modify its mining plan of operations for the Thompson Creek molybdenum mine, and has proposed a land exchange with the BLM. The mine is permitted for approximately 3,400 acres of surface disturbance. The modified plan would allow an approximate 15 year extension of the mine life and an expansion of some facilities, requiring additional permitted surface disturbance on approximately 200 acres of BLM administered land, 150 acres of National Forest System land, and approximately 80 acres of private land. In response to these proposals, 1) the BLM will decide whether to approve the portion of the mining plan involving BLM administered land under BLM regulations at 43 CFR 3809; 2) the Forest Service will decide whether to approve the portion of the mining plan involving National Forest System land under Forest Service regulations at 36 CFR 228, Subpart A; 3) the U.S. Army Corps of Engineers (USACE) will decide whether to issue a permit under Section 404 of the Clean Water Act and USACE regulations at 33 CFR 320 to discharge fill materials into waters of the United States; 4) the BLM will decide whether to amend the Challis Resource Management Plan (RMP) pursuant to Section 202 of the Federal Land Policy Management Act (FLPMA) and BLM regulations at 43 CFR 1600, and identify the BLM administered land involved in the proposed land exchange as suitable for exchange; and 5) the BLM will decide whether to approve a land exchange under Section 206 of FLPMA, and BLM regulations at 43 CFR 2200.
Project Location:
US Geological Survey 7.5 minute topographic quadrangles: Thompson Creek (mine, selected Federal land); Clayton (mine, selected Federal land); Bald Mountain (Broken Wing Ranch); Scout Mountain (Garden Creek parcel). The mine is 7 miles northwest of Clayton and 21 miles southwest of Challis in T. 11 N., R. 16 E., T. 11 N., R. 17 E., T. 12 N., R. 16 E., and T. 12 N., R. 17 E., B.M., Custer County. The selected (Federal) land in the proposed land exchange and RMP amendment is all BLM-administered land in Sections 1-4, 9, 12, T. 11 N., R. 16 E. and Sections 5-8, 17, T. 11 N., R. 17 E., B.M., Custer County, aggregating approximately 5,000 acres. The private land in the proposed land exchange is the Broken Wing Ranch in Custer County and the Garden Creek property in Bannock County. The Broken Wing Ranch comprises all private land in Sections 1, 2, 11, 14, T. 11 N., R. 18 E., B.M., aggregating approximately 800 acres, except for certain private land in lots 5, 8, Section 11, T. 11 N., R. 18 E., B.M., and all private land west of the Salmon River in Sections 35, 36, T. 12 N., R. 18 E., B.M. The Garden Creek property comprises the E½NE¼, Section 15, T. 9 S., R. 35 E., B.M., aggregating approximately 80 acres.
