Project Description:
Wild Horse Gather Plan: Drought Response Triggers related to wild horse & burro management, as specified in the Winnemucca District Drought Response Plan Environmental Assessment (EA#DOI-BLM-NV-WOOOO-2013-0001-EA), have been met and/or exceeded and current resource conditions warrant the following proposed action(s). Removal of 200 excess wild horses is needed from the southern end of the Kamma, eastern portion of the Lava Beds, northern portion of the Seven Troughs HMAs as well as non-HMA areas between these HMAs including Granite Springs Wash. The Blue Wing Complex Wild Horse Gather Plan comprises an area of approx. 110,630 acres (see attached map). The proposed gather would begin August 1, 2013 using helicopter drive trapping. The use of roping from horseback would also be used when necessary. Multiple temporary trap sites (gather sites), including helicopter drive trapping sites, as well as temporary holding sites, would be used to accomplish the goals of the Proposed Action. Observation locations would also be located at gather or holding sites. In addition to public lands, private property may be used during gathers if necessary for successful gathers. The exact location of the gather sites and holding sites would not be determined until immediately prior to the gather due to the fact that the location of the horses on the landscape is variable and unpredictable. The BLM would make every effort to place temporary gather and holding sites in previously disturbed areas. If a new gather or holding site is needed, a cultural inventory would be completed prior to using the new sites. If cultural resources are encountered, the location would not be utilized unless the gather or holding site configuration could be repositioned to avoid impacts to cultural resources. No gather or holding sites would be set up in riparian areas, TCPs, sacred sites, paleontological or cultural resource sites. All gathered wild horses would be removed and transported to BLM holding facilities where they would be prepared for adoption and/or sale to qualified individuals who can provide them with a good home or for transfer to long-term grassland pastures.
