Project Description:
NV Energy has submitted an application for a communication site to include the installation of 135' monopole with base station antenna and microwave dish, to retrieve information from smart meters in the area, as well as an associated switch/TGB/ communications pad with a protective shade structure (12'x18' and approximately 11'6" at center height) and underground distribution line. Communication site will be 30'x30' within an existing NV Energy distribution line ROW (BLM grant NEV-045212, which is 100' wide and which maintenance & operation access to this communication site will be provided). The underground distribution line will begin at existing pole P-77767 within NEV-045212 and run a distance of 17' (10' wide) to the communication site. Access to NEV-045212 ROW will be from a spur road, which is approximately 20' wide and approximately 80' long off of Cottonwood Cove Road. The site will be enclosed with an 8' high chain link, tortoise-proof fence with a 12' swing gate on the north side of the site. The pole will be grey in color and will approximately 135' high (20' in the ground and 115' above ground). The protective shade structure will be painted with one of the manufacturer-provided available colors that is approved by BLM. This communication site is part of the Advanced Service Delivery (ASD) project which will provide NV Energy with smart grid infrastructure to allow for widespread use of smart meters. All current electrical meters (residential and commercial) will be replaced within the next three (3) years with smart meters to convey more specific electric usage information and allow customers to better manage energy use. The antenna will retrieve information from the smart meters within a defined service area and will be for NV Energy's sole use (will not be leased out). The construction will take about 60 days to complete. The work-force will include approximately 5 to 6 people, including supervisors, laborers, and equipment operators. Construction equipment will include trucks, a dangle digger with pole trailer, a pole digging rig, a boom truck and/or crane, and a backhoe (esimated 5 or 6 vehicles). A few pick-up and smaller trucks will also be used for crews and other miscellaneous uses. All vehichles will be kept within the long-term and short-term ROWs. The STR will be various in size (12 feet wide to 20 feet wide and 15.4 feet in length to 35.5 feet in length). Major construction activities include: excavate hole for monopole (20' depth, 6-inch diameter hole), install monopole, microwave dish and antenna, backfill hole, pour concrete pad, install TGB switch and COMM, install site fence and gate, dig trench, install conduit/cable, backfill trench to existing grade using same mineral material as was dug out of trench. Construction waste will be removed from the site and will be disposed of at an approved site. "Waste" means all discarded human waste, trash and refuse. An authorized desert tortoise biologist will provide environmental training to all personnel working on this project, and will be present during all on-site activies to ensure protection of desert tortoise and the surrounding habitat. Cactus and yucca, if present, will be removed and transplanted within the ROW of the adjacent distribution line. The final phase of construction is cleanup and reclamation. Excess soil excavated for the installation of the monopole and conduit will be spread on site. The disturbed area within the temporary construction area will be returned to its original state. With the exception of emergency repair situations, NV Energy will operate and maintain the site as required by BLM stipulations. There is no line work involved with this project.
