The EA analyzes five alternatives that would establish the amount of forage available to cattle, and an appropriate management level for wild horses in the 44,480-acre Massacre Lakes Livestock Grazing Allotment and the 39,888-acre Massacre Lakes Wild Horse Herd Management Area that lies within the grazing allotment boundaries. The area is about 20 miles east of Cedarville, Calif.

Alternatives analyzed include a BLM proposed action, recommendations developed by the Modoc-Washoe Experimental Stewardship Steering Committee, and an alternative proposed by wild horse advocates. The EA also analyzes the effects of making no changes in current management, and eliminating livestock grazing.
