Land Use Plans Complete!
The Planning effort for the Lower Sonoran Field Office is complete, resulting in two Records of Decision and Approved Resource Management Plans, one each for the Lower Sonoran Decision Area and the Sonoran Desert National Monument!

Please note!
The hard copy document will have the maps embedded into the text.  But, due to the large file sizes and resulting poor performance opening them over the internet, the web version has had the maps and appendices seperated out.  The maps can be found under the Maps link in the box to the left.  The appendices are listed seperately beneath the ROD/ARMP under the Documents & Reports link to the left.  Also note, in the web version of the RODs/ARMPs we have made hyperlinks where maps and appendices are referenced that open the referenced map or appendix if you click your mouse pointer on it.
 
 
 

Introduction

Welcome to the Lower Sonoran Field Office ePlanning site for the Lower Sonoran and Sonoran Desert National Monument Resource Management Plans (RMPs)! The Records of Decision (ROD) and Approved Resource Management Plans (ARMP) for both the Lower Sonoran Decision Area and Sonoran Desert National Monument were released to the public on September 14, 2012.  The documents in this initial release are currently only available in electronic format on this website or on CD by request from the Lower Sonoran Field Office.  A hard copy printing is planned and a limited supply of bound documents will be available in late October or early November of 2012.  Document requests can be made by phone at 623-580-5500, through email at blm_az_ls_sdnm_plan@blm.gov, or by mail at:

While the Resource Management Plans were analyzed together in one Environmental Impact Statement, (Both the Draft and Final Environmental Impact Statements are also on this web site) two seperate RODs and ARMPs have been created, one each for the Lower Sonoran Decision Area (BLM lands outside the Sonoran Desert National Monument) and the Sonoran Desert National Monument.  Both are located here on this web site.

 

For most decisions in the two plans, the RODs constitute the final decision and the plans can now be implemented. However, within the Sonoran Desert National Monument RMP, there were some decisions that are now subject to other possible Administrative Remedies. These procedures are determined by regulation. All decisions pertaining to the designated route network within the Sonoran Desert National Monument are subject to appeal to the Office of Hearings and Appeals, Interior Board of Land Appeals consistent with 43 CFR Part 4. The appeal period begins immediately upon the public release (September 14, 2012) and will close on October 15, 2012. Appeal procedures for implementation level travel management decisions can be found in the SDNM ROD in section 1.4.2.  All implementation level grazing decisions will be implemented according to regulations at 43 CFR 4160 before the beginning of the next grazing year.

The Lower Sonoran and Sonoran Desert National Monument Draft Resource Management Plan and Environmental Impact Statement (DRMP/EIS) was released for public comment from August 26 to November 25, 2011. During this time, BLM received over 4,800 comment submissions by email, regular mail, at public meetings (written), and through this web site. Of those submissions, 256 were unique and 4,572 were form letters. From those comment submissions approximately 450 separate substantive comments were extracted. Substantive comments have been addressed and responded to in the Proposed RMP/Final EIS (PRMP/FEIS) and changes in the plan were made where necessary. Actual comment letters received are available for review at this linkThe Proposed RMP/Final EIS was released for a 30-day protest period on June 15, 2012. Nine protests were received, all of which have been either denied or dismissed. This cleared the way for the Arizona State Director to approve the final plans by signing the Records of Decision.

These land use planning documents provide direction for approximately 1.4 million acres of BLM-administered public land in south-central Arizona managed by the Lower Sonoran Field Office. Of these lands, approximately 486,400 acres are within the Sonoran Desert National Monument (SDNM) established in 2001 by Presidential Proclamation for the protection and management of the area’s natural, geologic and cultural resources.  The two Approved RMPs and Records of Decision are the culmination of this planning effort.  

 Navigating This Website

The Draft RMP/Draft EIS and Proposed RMP/Final EIS and RODs/ARMPs are in different formats on this web site. To navigate the Draft RMP, follow the instructions below.

The Table of Contents section of the Lower Sonoran and Sonoran Desert National Monument Draft Resource Management Plan and Environmental Impact Statement is your navigation guide. Use your mouse and left-click on the "arrow pointing right" to see the subsections and then click on the document section name. The section you choose will be displayed in the main document frame to the right . 

Within the document you will see links to tables, figures, URLs, and different sections of the document. If you choose one of these links, the selected item will replace whatever is currently displayed in the main document frame. To go back, just use the Go Back button for figures and tables or the Last Page Visited button for document sections. If you navigate to a URL, you will be on a new window; to return to the document, simply close the new window.

Neither the Lower Sonoran and Sonoran Desert National Monument Proposed RMP/Final EIS nor the two RODs and ARMPs have been developed as an "interactive documents" like the Draft, but rather a series of PDF format files.  These files can be read using Adobe Acrobat Reader, which can be readily downloaded to your local personal computer.  They can also be printed on your personal printer.

Interactive documents work best in Microsoft Internet Explorer version 7.0 and higher. Please set your text size under the "View" menu to Medium. You may also want to change your screen resolution to approximately 1150 X 860. This will enhance the quality of what you see on the screen.
