BLM will review its policies, practices, regulations and statutes to identify opportunities to expand the scope of existing coal and coal bed methane conflict policy to new and readjusted coal and oil and gas leases with the intent of adopting a uniform policy
for revising or rewriting existing regulations,
and/or developing legislation, as needed.

This task was completed on 8/21/03. Direction was provided concerning development conflicts between surface coal mining and coalbed natural gas operations on Federal leases in the Powder River Basin and clarified the actions that the BLM can take.
