NPR-A Oil and Gas Leasing Information

Oil and gas leasing in the National Petroleum Reserve in Alaska (NPR-A) is authorized under the Naval Petroleum Reserves Production Act of 1976 (42 U.S.C. 6501 et seq.), as amended and the Department of the Interior and Related Agencies Appropriation Act of 1981 (94 Stat. 2964). Regulations for NPR-A oil and gas leasing, exploration, and operations are found at 43 Code of Federal Regulations (CFR), Parts 3130, 3150, 3160, respectively.

The Mineral Leasing Act of 1920, as amended and supplemented (30 U.S.C. 181 et seq.) and related regulations do not apply to leasing in the NPR-A. A new Integrated Activity Plan/Environmental Impact Statement Record of Decision for the entire NPR-A was signed in February of 2013.

As of March 2007, All operators of onshore Federal and Indian oil and gas leases shall report all spills, discharges, or other undiserable events in accordance with the requirements of Notice to Lessees (NTL 3a-Alaska)

BLM Announces December NPR-A Oil & Gas Lease Sale

The Bureau of Land Management (BLM) announced today it will hold an oil and gas lease sale within the 22.8-million-acre National Petroleum Reserve in Alaska (NPR-A) on Wednesday, December 14, 2016 in Anchorage, Alaska.

Effective October 1, 2015 the Application to Drill (APD) processing fee will increase. Contact the local BLM office for more information.
