  Description:

    Abstract: This dataset constitutes the spatial boundaries for Visual Resource Inventory Class (CLASS) polygons and respective relative ratings (Class I, II, III, or IV) for visual resource values across the area being inventoried.  These inventory classes represent the relative value of the visual resources. Classes I and II being the most valued, Class III representing a moderate value, and Class IV being of least value.  BLM administered lands are placed into the inventory classes  based on the overlay of three spatial data sets; visual appeal of a tract of land (scenic quality), the amount of public concern for scenic quality (visual sensitivity), and whether the tract of land is visible from travel routes or observation points (distance zones).  This dataset is a compilation of these three measures which are recorded in the vri_sqru_poly (scenic quality), vri_slru_poly (sensitivity) and vri_vdz_poly (distance zone) datasets.  The Visual Resource Inventory Classes are informational in nature, and do not constitute a management class.  However, they do serve as a baseline of information from which the affected environment sections of all subsequent NEPA analysis should reference

    Purpose: The results of the visual resource inventory provides BLM managers with a means for determining existing visual values, and become an important component of BLM's Resource Management Plan (RMP) for the area. The Visual Resource Inventory classes provide the basis for considering visual values in the RMP process (see also Manual 1625.3).   The RMP establishes how public lands will be used and allocated for different purposes, and it is developed through public participation and collaboration. Visual values are considered throughout the RMP process, and the area's visual resources are then assigned to management classes with established objectives:  Class I to preserve the existing character of the landscape. The level of change to the characteristic landscape should be very low and must not attract attention; Class II to retain the existing character of the landscape. The level of change to the characteristic landscape should be low; Class III to partially retain the existing character of the landscape. The level of change to the characteristic landscape should be moderate; or Class IV to provide for management activities which require major modification of the existing character of the landscape. The level of change to the characteristic landscape can be high.

    Supplemental_Information: This dataset is one of eight geospatial datasets and four non-spatial tables that comprise the visual resource inventory geodatabase.  The Visual Resource Inventory was conducted according to the policy and procedures documented in BLM Handbook 8410-1 (1/17/1986).  Business rules and other information specific to the VRI datasets may be found in the Visual Resource Inventory Data Standard Report, and the Visual Resource Inventory Implementation Guidelines.

    Attribute_Accuracy_Report: While this data set captures both qualitative and quantitative information relative to the visual resource inventory, the values and ratings assigned convey a high degree of compliance with the approved methodology for analysis with BLM's Visual Resource Inventory process (Handbook 8410). All ratings and the resultant inventory classes were determined in a team context of both contractors and field office staff to minimize bias, provide consistency, and result in overall assessments well calibrated to the characteristics of the local landscape

      Process_Description: In order to establish visual resource management (VRM) objectives for areas within the Rawlins Field Office, an accurate inventory of visual resources is needed as baseline data. There are three primary components to consider in completing a visual resource inventory: a scenic quality evaluation, a sensitivity level analysis, and a delineation of distance zones. A dataset for each of these components was created and these were intersected using the Intersect analysis tool in ArcInfo to produce this dataset. The intersected resulting polygon contained the data for the three datasets; the SQRU rating (A,B,C), the SLRU rating (H,M,L) and the DZ rating (Foreground/Middleground, Background, Seldom Seen). Using the VRI Class table, from the BLM Manual Handbook 8410-1, the VRI Class (I, II, III, IV) was determined by cross referencing the above values. This is the final visual resource inventory dataset. The feature attribute of interest is the VRI Class, which gives visual resource inventory class values for each polygon in the data.
