On October 17, 2008, the Bureau of Land Management Wyoming State Office posted a Notice of Competitive Oil and Gas Lease Sale for 214 parcels of land located in the State of Wyoming to be offered for lease by oral auction on December 2, 2008. Of this number, we are deferring 30 parcels from the subject sale.
Between November 10 and November 17, 2008, we received 127 timely filed protests from various organizations, governmental bodies, environmental groups and individuals to our office offering certain parcels for lease at the December 2, 2008, competitive oil and gas lease sale.

The Wyoming Outdoor Council, Wyoming Wilderness Association, The Wilderness Society, Natural Resources Defense Council, Biodiversity Conservation Alliance, and Patricia Dowd, an individual, filed a protest to our offering parcels WY-0812-184 and WY-0812-185 for lease.
The Wyoming State Director has decided to defer offering 13 of the 14 parcels located in the Little Mountain Area of the Rock Springs Field Office from the sale until this office has an opportunity to determine the merits of the protests received on those parcels. Therefore, parcels WY-0812-177 through WY-0812-183 and parcels WY-0812-186 through WY-0812-190 and parcel WY-0812-192 will not be included in the December 2, 2008, lease sale. Additionally, the State Director has elected to defer offering parcels WY-0812-197 through WY-0812-213, located in the Kemmerer Field Office from the sale until the Record of Decision for the revised Kemmerer Field Office Resource Management Plan is signed.
The remaining protested parcels will be offered for lease at the subject sale. If, after evaluating the concerns raised in the protests this office determines they have merit, we may reject a lease offer made at the sale and may refund all monies paid. Alternatively, if our evaluation finds the concerns raised in the protests are without merit, this office will dismiss the protests and issue leases for any of these parcels sold either competitively or noncompetitively.
