The Bureau of Land Management Wyoming State Office is offering 173 parcels for lease at the August 5, 2008, competitive oil and gas lease sale. Of this number, we are deferring 6 parcels (3 percent) from the sale until the State of Wyoming completes its mapping exercise on core sage-grouse population areas.

Between June 14 and June 21, 2008, we received twelve timely filed protests from various organizations, environmental groups and individuals to our office offering certain parcels for lease at the August 5, 2008, competitive oil and gas lease sale.

Two protests, one filed by Biodiversity Conservation Alliance, Clark Resource Council, Western Watersheds Project, Wyoming Outdoor Council, and Wyoming Wilderness Association, and another filed by Trout Unlimited protested the inclusion of all 173 parcels listed in the Notice of Competitive Oil and Gas Lease Sale posted on
June 20, 2008, at the scheduled sale.

The Wyoming State Director has elected to offer all but the following parcels at the scheduled lease sale: WY-0808-071, WY-0808-072, WY-0808-078, WY-0808-080, WY-0808-154 and WY-0808-165. Parcels WY-0808-071, WY-0808-072, WY-0808-078, WY-0808-080, WY-0808-154 and WY-0808-165 are deferred from the August 5, 2008, lease sale until the State of Wyoming completes its mapping exercise on core sage grouse population areas.

If, after evaluating the concerns raised in the protests this office determines they have merit, we may reject a lease offer made at the sale and may refund all monies paid. Alternatively, if our evaluation finds the concerns raised in the protests are without merit, this office will dismiss the protests and issue leases for any of these parcels sold either competitively or noncompetitively.
