Resource Management Plan (RMP) Maintenance Action: Incorporation of the Bureau of Land Management (BLM) Programmatic Biological Assessment (BA) for the Wyoming Toad (Bufo baxteri) and the United States Fish and Wildlife Service (FWS) Consultation (Concurrence Letter) into the Great Divide RMP
The attached document transmits the FWS Consultation (concurrence letter dated July 15, 2005) based on a review of current and potential activities and conservation measures described under the Wyoming BLM’s Great Divide RMP (Rawlins FO) and the statewide Programmatic Wyoming Toad Biological Assessment (BA) in Wyoming, and the potential effects to this endangered species in accordance with section 7 of the Endangered Species Act of 1973 (ESA), as amended (16 U.S.C. 1531 et. seq. & 50 CFR §402.10). The FWS concurred with the Bureau’s “No Effect or Not Likely to Adversely Affect” determinations presented in the March 2005 Wyoming Toad Statewide Programmatic BA. Impacts to the toad were effectively minimized for all activities through conservation measures protecting the species so that impacts were reduced to where they were not detrimental to the toad. The preliminary determination is that this action is an RMP Maintenance Action as defined in
43 CFR 1610.5-4. The Rawlins Field Office should review the existing Great Divide RMP, the Wyoming Toad Programmatic BA, and FWS consultation letter and if you agree with this preliminary determination, please maintain the official hard copy of your RMP within 30 days of the date of this memorandum. Please also maintain the web-based copy of the Great Divide RMP during the same timeframe.
