The Protest Period for the Bureau of Land Management (BLM) Lander Proposed Resource Management Plan (RMP) and Final Environmental Impact Statement (EIS) closed March 25, 2013.

On February 22, 2013 the notice of availability (NOA) of the proposed RMP and final EIS was published in the Federal Register, initiating a 30-day protest period which closed March 25, 2013. During the 30-day protest period members of the public with standing had the opportunity to protest the content of the proposed RMP and final EIS.

Following the resolution of protests and a 60-day Governor’s consistency review and a determination a supplemental proposed RMP and final EIS is not warranted, the BLM will prepare the record of decision (ROD) and the approved RMP, which will document the BLM’s decision.

The BLM is revising the RMP for the Lander Field Office in accordance with the National Environmental Policy Act of 1969 as amended and the Federal Land Policy and Management Act of 1976. The proposed RMP provides a framework for the future management direction and appropriate use of BLM-administered lands and resources located in most of Fremont County, and smaller portions of Natrona, Sweetwater, Carbon and Hot Springs counties, Wyoming. The proposed RMP is largely based on Alternative D, the preferred alternative in the draft RMP and EIS, which was released on September 9, 2011.

The BLM received hundreds of comments during the 135-day comment period on the draft RMP and EIS (September 9, 2011 to January 20, 2012) that were considered during the preparation of the proposed RMP and final EIS. The proposed RMP and final EIS contains the proposed plan, potential impacts of the plan, summary of the written comments received during the public comment period of the draft RMP and EIS, and responses to these comments. The full text of the letters received during the comment period for the draft RMP and EIS are now available for public review (draft EIS comment letters). The Comment Analysis Report (Appendix X in the proposed RMP and final EIS) describes the public comment analysis process and summarizes the comments received on the draft RMP and EIS and the BLM’s responses to the comments. To aid the reader, substantive changes made after the draft RMP and EIS are shaded grey in the proposed RMP and final EIS.
