BLM Seeks Comments on EA for High Plains District Portion
of February 2013 Oil and Gas Lease Parcels


The Bureau of Land Management (BLM) High Plains District is seeking public comment on the Environmental Assessment (EA) for the High Plains District portions of the February 2013 oil and gas lease sale.

The initial list of parcels derived from public nominations within the High Plains District contains 100 individual parcels (totaling 54,808 federal mineral acres) varying in size from 38.23 to 2,361.7 acres. Two parcels are located within the Buffalo Field Office, 37 within the Casper Field Office and 62 are in the Newcastle Field Office. They are offered in compliance with the Buffalo Resource Management Plan (RMP) Record of Decision (ROD) approved in October 1985, the Casper RMP ROD approved in October 2007, and the Newcastle RMP ROD approved in September 2000.

Three alternatives are analyzed: under Alternative A, the No Action, no parcels would be offered for lease; under Alternative B, the Proposed Action, 86 parcels or partial parcels (44,383 federal mineral acres) would be offered with a recommendation to defer 22 parcels or partial parcels (16,148 federal mineral acres) from the February 2013 lease sale; and under Alternative C, Offer All Parcels for Sale, 100 parcels would be offered (54,611 federal mineral acres).

Public comments are an important component of the National Environmental Policy Act (NEPA) process and help identify issues, concerns, and mitigation opportunities not covered in the EA. Comments can be e-mailed to Casper_WYMail@blm.gov with “February 2013 Lease Parcels” in the subject line. Comments will be accepted until Aug. 22, 2012.

The public comments and information submitted regarding this project including names, e-mail addresses and street addresses of the respondents will be available for public review and disclosure at the above address during regular business hours (7:45 a.m. to 4:30 p.m.) weekdays, except holidays. Individual respondents may request confidentiality. If you wish to withhold your name, address, or street address from public review or from disclosure under the Freedom of Information Act, you must state this plainly at the beginning of your written comment. Such requests are honored to the extent allowed by law. All submissions from organizations or businesses, and from individual identifying themselves as representatives or officials of organizations or businesses, are made available for public inspection in their entirety.
