BLM Seeks Comments on EA for High Plains District Portion
of August 2011 Oil and Gas Lease Parcels


The BLM High Plains District is seeking public comment on the Environmental Assessment (EA) for the High Plains portion of the August 2011 oil and gas lease parcel offering.

The initial list of parcels derived from public nominations within the High Plains District contains 55 individual parcels (totaling 54,588 acres) varying in size from 40 to 2,518 acres. Fourteen parcels are located within the Buffalo Field Office, 32 within the Casper Field Office and 9 are in the Newcastle Field Office. They are offered in compliance with the Buffalo Resource Management Plan (RMP) Record of Decision (ROD) approved in October 1985, the Casper RMP ROD approved in October 2007, and the Newcastle RMP ROD approved in September 2000.

Three alternatives are analyzed: under Alternative A, the No Action, no parcels would be offered for lease; under Alternative B, the Proposed Action, 49 entire and 1 partial parcel (49,083 acres) would be offered with a recommendation to defer 5 parcels (5,024 acres) from the August 2011 Lease Sale; and under Alternative C, Offer All Parcels for Sale, 54 entire and 1 partial parcel (54,487 acres) would be offered with no recommended deferrals.

Public comments are an important component of the National Environmental Policy Act (NEPA) process and help identify issues, concerns, and mitigation opportunities not covered in the EA. Email comments to Casper_WYMail@blm.gov with "August 2011 Lease Parcels" in the subject line. Comments will be accepted until Feb. 6, 2011.

The public comments and information submitted regarding this project including names, e-mail addresses and street addresses of the respondents will be available for public review and disclosure at the above address during regular business hours (7:45 a.m. to 4:30 p.m.) weekdays, except holidays. Individual respondents may request confidentiality. If you wish to withhold your name, address, or street address from public review or from disclosure under the Freedom of Information Act, you must state this plainly at the beginning of your written comment. Such requests are honored to the extent allowed by law. All submissions from organizations or businesses, and from individual identifying themselves as representatives or officials of organizations or businesses, are made available for public inspection in their entirety.
