BLM Rawlins Issues Decision Record on Access Road Right-of-Way


The Bureau of Land Management Rawlins Field Office issued an environmental assessment (EA), finding of no significant impact (FONSI), and decision record (DR) granting SWEPI LP (SWEPI) a right-of-way (ROW) across public land allowing access to their State of Wyoming natural gas well.

The decision authorizes SWEPI to reconstruct and realign an existing road, which forks off Sweetwater County Road 19 crossing through the boundaries of both the Rawlins and Rock Springs field offices, in order to drill and produce the proposed well on state land. The ROW will stretch from CR 19 roughly 10 miles to the south-southeast through private and public land to a state-owned section where the well pad and temporary living quarters will be located. The road construction and drainage improvements will total approximately 1 ½ acres of new surface disturbance. If the well produces natural gas, the ROW would be upgraded by graveling the entire length of the road. Dust and erosion control measures are required. 

The EA was made available for public comment in July-August 2011, and all comments concerning potential impacts were addressed in the document. The DR is subject to administrative review through the appeal process, which is outlined in the Decision Record.
