Rawlins BLM Signs Overland Pass Pipeline
Project Right of Way Grant
The Bureau of Land Management’s Rawlins Field Office (RFO) today signed the right-of-way (ROW) grant for the Overland Pass Natural Gas Liquids Pipeline project.
The proposed pipeline will originate in Opal, Wyo. and transport natural gas liquids (NGLs) to processing facilities in Conway, Kan. Approximately 16 percent of the total pipeline (123 miles) is on federal lands administered by the BLM or the Forest Service in Wyoming and Colorado. No federal land is affected in Kansas. The proposed pipeline generally follows existing pipeline and utility rights-of-way along the I-80 corridor in southern Wyoming. It then cuts diagonally across northeast Colorado and northwest Kansas.
The Environmental Impact Statement (EIS) analyzed three alternatives in detail including Overland’s Proposed Action, the No Action alternative, and a Southern Energy Corridor alternative south of the town of Rock Springs, according to Tom Hurshman, BLM Washington Office realty specialist. “The Record of Decision (ROD) selected the Proposed Action Alternative for constructing and operating the 760-mile natural gas liquids (NGL) pipeline,” Hurshman said. NGLs include propane, butane, ethane and natural gasoline which are heavier hydrocarbon components that occur in natural gas. These heavier components are typically separated out of the natural gas stream and transported in separate pipelines.
The BLM is holding compliance and preconstruction meetings with Overland Pass Project Manager Brian Boulter and other representatives of Tulsa-based ONEOK, the project proponent, at the Jeffrey Center on Oct. 1 - 2, 2007. Construction is planned to start on or about October 1 in areas with big game winter range stipulations that would restrict construction by Nov 15. The Overland Pass plan consists of five construction spreads of approximately 150 miles each. Spreads 1 and 2 will cover nearly all BLM-administered land. Approximately 83 percent of the project follows existing pipelines and energy corridors.
