NOT File Data - Lines to not display or intersect

This file is a simple format which could be incorprotated into the ADD file.

The only addition to ADD format that would be required to accommodate IRR is the addition of the Do_Not_Display_line_GCDB_ID_from/to.

This could be, say a 0 code value attached to the GCDB_IDs of the line endpoints.
