IRR File Data -Irregular processes to construct section subdivision

This file is a shorthand storage of processes following understood rules. Many asumptions are made. The ADD file is very explicit in instructions, whereas the IRR is very implicit. Almost all data in the IRR file could be moved into the ADD file format as the format exists today. The changes to be made to ADD to accommodate IRR information is the addition of the Do_Not_Compute_GCDB_ID field. This could have a Construction_Process_code value of 9.

Note: other data values exist in this file that are not detailed here. These describe functions like put-at-midpoint, put-at-proportion, intersect using specified point/slope data. These same functions are listed in the ADD file.
