A parcel of public land identified in an RMP as 'open' for oil & gas leasing

Resource management plans (RMPs) establish which areas are open to oil & gas leasing and which are closed.

For open areas, the RMP analyzes impacts of reasonably foreseeable development and spells out any stipulations needed to provide extra protection for sensitive resources in the plan area. 

Just 8 percent of the oil and 10 percent of the natural gas in onshore Federal lands are accessible for development under standard lease terms.
