Objectives

The Bureau of Land Management (BLM), an agency of the U.S. Department of the Interior, manages 258 million acres of surface lands and 700 million acres of subsurface mineral resources. Most of this public land is located in 12 Western States, including Alaska . The BLM’s multiple-use mission is to sustain the health and productivity of the public lands for the use and enjoyment of present and future generations. In support of their mission, the Bureau manages activities such as outdoor recreation, livestock grazing, mineral development, and energy production, and supervises conservation of natural, historical cultural and other resources.

BLM is mandated by national energy policy to inspect and enforce regulations regarding the extraction and use of oil and gas resources produced on federal lands. This Inspection and Enforcement (I&E) mission requires new software and hardware to improve the efficiency of their process.

Currently, BLM can efficiently monitor only approximately 2000 gas or oil wells a year out of an estimated 70,000 total. Obtaining consistent gas production data is a challenge, because every Operator uses their own system to collect and manage the data.

The Remote Data Acquisition for Well Production (RDAWP) System automates the well production data validation process. The project supports a number of objectives established by Section 365 of the Energy Policy Act of 2005 and the Secretary of the Interior.

Increase interagency collaboration

RDAWP supports cooperation in terms of interaction, collaboration and partnerships with other Department of the Interior agencies, other federal agencies, and state oil and gas programs. The system supports consultation with our partners in land management by providing Internet access to oil and gas production data.

Improve business processes

RDAWP streamlines and improves the production data accountability process, including standards for meters and data formats.

Increase stakeholder responsiveness

With the improvements to the process comes an increased responsiveness to both Government and Operator needs.

Ultimately, RDAWP should create common data criteria for both Industry and Government to view production data in a near-real-time and secure environment and use common validation tools to validate production. This standardization will provide maintenance and interoperability benefits.

The provision of the well production data directly to BLM I&E staff via the RDAWP project will greatly reduce the time necessary for BLM to perform required production data validations and hence satisfy their mission requirements per FOGRMA. Additionally, BLM I&E staff personnel will be able to concentrate on potential problems and process well production data earlier.
