UNITED STATES DEPARTMENT OF THE INTERIOR BUREAU OF LAND MANAGEMENT WASHINGTON, D.C. 20240 http://www.blm.gov June 30, 2009 In Reply Refer To: 8100 (240) P EMS TRANSMISSION 07/14/2009 Instruction Memorandum No. 2009-165 Expires: 09/30/2010 To: All State Directors From: Director Subject: Fiscal Year (FY) 2009 Cultural Resources Management (CRM) Program Annual Report; Data call for CRM and Museum Collections Activities DD: 08/30/2009 Program Area: Cultural Resources Management (CRM) Program and National Landscape Conservation System Program Purpose: This directive requests each State office to complete a CRM Program Annual Report with assistance from Field Offices, including National Monuments and National Conservation Areas. Policy/Action: The BLM State Offices are requested to complete the following forms, which can be filled out and submitted electronically, and a short concise narrative of accomplishments:
Narrative: Summarize major FY 2009 accomplishments associated with the management and protection of archaeological, historical, and paleontological resources. For States top four or five accomplishments, the States should provide detailed information (i.e., two or three paragraphs) along with graphics to illustrate the work completed. For volunteer contributions, States should only report the number of volunteer hours on each project. States should strive to make at least one of these highlighted accomplishment descriptions relate to either archaeological or paleontological museum collections. For the other accomplishments, limit information to short bullets, including the following topical areas to guide your response:
NEW for FY 2009 – Native American Graves Protection and Repatriation Act (NAGPRA) Activities: New questions are included in Attachment One. NEW for NY 2009 – Museum Collections: In Attachment Five - BLM Museum Collection Information, States are asked to report on the following topics:
Reporting: Please ensure internal consistency with data provided in previous fiscal years. The annual reports should summarize accomplishments achieved as of the end of July 2009. The WO-240 understands that end-of-year accomplishments are not available until October 2009; however, WO-240 would like one data call to meet all of the reporting needs. Timeframe: Due to thecontinuedaccelerated timeframes of the Office of Management and Budget and the Department of the Interior (DOI), WO-240 requests State Offices to submit their CRM annual reports no later than August 30, 2009. Budget Impact: The budget impact is expected to be minimal. Background: The BLM is required to regularly compile selected information to comply with numerous laws and executive orders, including: the Archaeological Resources Protection Act of 1979; National Historic Preservation Act of 1966; Federal Land Policy and Management Act; Government Performance and Accountability Act; and Executive Order 13327 on Federal Real Property Asset Management. The data is assembled and submitted for various reports, including: the National Park Service for the “Secretary of the Interior’s Report to Congress on Federal Archaeological Activities;” Public Land Statistics; the Chief Financial Officers/Stewardship Assets; Public Rewards from Public Lands; DOI’s “Performance and Accountability”; annual BLM educational report; Annual Museum Collections Summary Report to the DOI’s Office of Acquisition and Property Management; and, the Collectible Heritage Assets portion of the BLM Financial Statement. Data from this data call informs the State Director’s Employee Performance Appraisal Plan. Manual/Handbook Sections Affected: None.
