Subject:               Format for Summary Lease Sale Results
 
Program Area: Oil and gas leasing.
 
Purpose: The purpose of this Instruction Memorandum (IM) is to modify the required format for the summary competitive oil and gas lease sale results reported to the Washington Office (Bureau of Land Management (BLM) Handbook 3120-1, Competitive Leases, II.C.23).
 
Policy/Action: Effective with the issuance of this IM, the attached format is to be used for reporting competitive lease sale results to WO-310.
 
Timeframe: Implement immediately.
 
Budget Impact: None.
 
Background: The BLM Handbook 3120-1, Competitive Leases, sets out a requirement to notify the Washington Office of sale results (Section C, Sale Preparation and Conduct, Step 23, page 22). Illustration 15 of the handbook provides the format for the summary sale results report. Since the handbook was published, the Washington Office has requested that additional information be provided. This IM updates Illustration 15 of the BLM Handbook 3120-1 to match the current required elements of the summary report.
 
Manual/Handbook Sections Affected: The IM transmits interim policy that will be incorporated into H-3120-1 during the next revision. The attachment to this IM is intended to replace Illustration 15 of that handbook.
 
Coordination: This IM was developed after a review of report formats currently used by the various state offices and the data needs in the Washington Office.
