Subject: Bureau of Land Management (BLM) Manual 9400, Aviation Management and BLM Wild Horse and Burro Aviation Management Handbook – 2009 Revision
Program Area: Aviation Management.
Purpose: This Instruction Memorandum (IM) transmits and institutes the revised BLM Manual 9400, Aviation Management and BLM Wild Horse and Burro Aviation Management Handbook.
Policy/Action: This Manual and Handbook fulfill the departmental manual requirements outlined in 350 DM1, Appendix 3. These documents have been developed to provide standardization and policy for all BLM aviation programs. While these documents are BLM specific, they also incorporate interagency standards.
Time Frame: This IM is effective upon receipt.
Budget Impact: These policy documents do not impact budget elements.
Background: The National Aviation Office (NAO) has identified the need for a cohesive Aviation Management Manual and BLM Wild Horse and Burro Aviation Management Handbook that will allow all State, Field Offices, and aviation users to easily acquire the necessary information and policy to operate a BLM Aviation program.
Manual/Handbook Sections Affected: Both the BLM Manual 9400, Aviation Management and BLM Wild Horse and Burro Aviation Management Handbook replace the previous version. Washington Office, State Offices, and outside agencies were contacted for input. This document was coordinated with all participating BLM State Aviation Managers.
