The baseline will provide a defined inventory of IT contracts and update the Office of Management and Budget (OMB) Exhibit 300 Part 1, Section C: Acquisition/Contract Strategy (All Capital Assets). Policy/Action: The action requested is for the Director of the National Operations Center (NOC) to conduct a national inventory of all Information Technology (IT) contracts and provide an analysis on their status bureau-wide. Attachment 1 provides a template of the categories requested. The goal of this is to baseline the inventory in order to improve system life cycle management practices and enhance budgeting execution in all aspects of IT contracting. Time Frame: The baseline inventory is due to the Assistant Director, Information Resources Management on Friday, January 30, 2009. Budget Impact: None. Background: In June 2008, BLM kicked off an initiative to establish best management practices throughout the IT acquisition lifecycle. This initiative, aligned with the Managing for Excellence (M4E) Initiative, called for three activities:
