Policy/Action: System Owners of National-level IT investments (Majors and Non-Majors) in the Evaluate Phase (Attachment 1) are responsible for ensuring an OA is performed annually to assess and document the investment’s:
Results of the analysis are to be captured in the Operational Review Template (Attachment 2) and submitted to Sayed Naved, Project Manager Division of Investment Management, by e-mail. All costs associated with conducting an OA should be planned and included in the annual operations and maintenance costs for each IT investment. Timeframe: Please submit the OA to sayed_naved@blm.gov, by Friday, January 23, 2009. Budget Impact: None. Background: The Office of Management and Budget (OMB) requires that all Steady State (Operations and Maintenance) projects/systems be reviewed annually to document the continued effectiveness in supporting mission requirements and minimize the cost of asset ownership. Performing OA is a key practice within the GAO’s IT Investment Management maturity model and the results of OA are reported to OMB each year. Manual/Handbooks Affected: None.
