UNITED STATES DEPARTMENT OF THE INTERIOR BUREAU OF LAND MANAGEMENT WASHINGTON, D.C. 20240 http://www.blm.gov April 6, 2009 In Reply Refer To: 1400-550 (710) P EMS TRANSMISSION 04/07/2009 Instruction Memorandum No. 2009-104 Expires: 09/30/2010 To: Assistant Directors, State Directors, and Center Directors Attn: Human Resources Officers From: Deputy Director, Operations Subject: Hiring Reemployed Annuitants for Acquisition Positions Program Area: Human Resources Purpose: This Instruction Memorandum (IM) delegates to the State and Center Directors the authority to approve offers of employment under the Departmental Personnel Bulletin No. 08-02, Departmental Policy on hiring reemployed annuitants to fill acquisition related positions dated February 12, 2008. Policy/Action: The Department of the Interior (DOI) Personnel Bulletin No. 08-02, dated February 12, 2008, states that the heads of bureaus are granted authority to approve hiring reemployed annuitants; however, at the discretion of the bureau head, the authority may be further delegated. With this IM, the Acting Deputy Director, Operations delegates the authority to approve hiring reemployed annuitants in accordance with DOI Personnel Bulletin No. 08-02, guidance from the Office of Federal Procurement Policy and regulations issued by Office of Management and Budget and Office of Personnel Management to Assistant Directors, State Directors, and Center Directors. This authority may not be further delegated. Timeframe: This policy becomes effective immediately. Budget Impact: There is no expected budget impact from this delegation. Background: The General Services Administration Modernization Act (P.L. 109-313), the Office of Federal Procurement Policy letter 05-01 and 41 USC 433(4)(i)(3)(A, B & C) and DOI Personnel Bulletin No. 08-02 provide the authority to hire reemployed annuitants to fill critical acquisition related vacancies. The approving official must ensure that the criteria in DOI Personnel Bulletin No. 08-02 is met and documented. The Bureau of Land Management will be responsible for providing yearly reports to the DOI Human Resources on the use of this authority. Manual/Handbook Section Affected: Manual Chapter 1400-550.
