Subject:            Calendar Year (CY) 2008 Linear Right-of-Way (ROW) Rental Schedule

 

Program Area: Right-of-Way Management

 

Purpose: This Instruction Memorandum (IM) provides the Bureau of Land Management (BLM) with the Calendar Year 2008 linear ROW rent schedule (Attachment 1). The schedule provides linear ROW rental rates by State and county and reflects the annual adjustment based upon the change in the Implicit Price Deflator Gross Domestic Product (IPD-GDP) index, up 3.1 percent from the second quarter of 2006 to the second quarter of 2007.

Policy/Action:  The ROW Regulations at 43 CFR 2806.21 state that the linear ROW rent schedule will be adjusted annually according to the IPD-GDP. Also attached are rental determination worksheets reflecting the adjustment and the IPD-GDP Index percent change (Attachments 2 and 3). Please note Footnote 1 on the worksheets regarding use of the schedule for CY 2009 and beyond. In addition, all rent calculations are rounded to the nearest cent. Round acreage figures to hundredths of an acre, e.g., 12.34. Locally produced versions of the worksheets (electronic or otherwise) should be revised to reflect the new rates. The use of these worksheets is optional.

 

Prior to generating the CY 2008 ROW rent bills, offices should review the Unpaid Bill Report located on the Collections and Billing System (CBS) web site. The report contains ROW authorizations that have unpaid rent, late payment fees, or administrative fees. The unpaid bills appearing in the CBS report must be cleared up prior to issuing the CY 2008 rent bill. The unpaid bill report is located at:  http://cbs.blm.gov/cbs/reports/Billsum.bqy. The report is not available on the BLM external web site.

Timeframe: Effective January 1, 2008.

Budget Impact:  There is no budget impact.

Background:  The ROW Regulations at 43 CFR 2806.21 state that the BLM will revise the rent schedule each calendar year based on the previous years change in the IPD-GDP, as measured second quarter to second quarter.   

Manual/Handbook Sections Affected:  This IM follows the guidance provided for in BLM manual section 2806.
