Subject:   Establishment of Geospatial Standards for Land Use Planning Boundaries

Purpose:  Procedures for multiple editing of Land Use Planning (LUP) Boundary feature data.

 

Policy/Action: This guidance provides the procedures for editing geospatial Land Use Planning Boundary features within the Bureau of Land Management (BLM).  National, State, and local Geographic Information System (GIS) specialists should adopt these methods in editing a centralized national geospatial layer of LUP Boundary feature data.

 

Timeframe: This Instruction Memorandum (IM) becomes effective upon signature.

 

Background: As a result of the BLM Enterprise GIS effort, a means is now in place to centralize national level LUP Boundary geospatial features on a server hosted at the National Operations Center (NOC). By providing a common platform in which edits can be made on the LUP Boundary geospatial feature, increased accuracy and consistency of these boundaries should occur. There are two means in which the LUP Boundaries can be edited (see Attachments). One means is through geospatial replication via a Spatial Database Engine hosted on a State or Field Office server. The other means is via access to a Citrix server which connects an office directly to geospatial applications and data stored at the NOC.  These approaches support the requirement for the Division of Decision Support, Planning and NEPA to use up-to-date LUP status information for national reporting and for use by the field in their daily activities. Facilitation of LUP Boundary updates will be guided by established workflows between the Washington Office (WO), State and Field Office Planners, and GIS personnel (see Attachment 3). 

Budget Impact: Budget impact will be positive as States and Field Offices; adopt procedures to maintain and edit a national LUP Boundary database in a consistent manner.

 

Coordination:  This Guidance was developed by the Assistant Director, Renewable Resources and Planning in coordination with States and Centers.
