Subject: Bureau of Land Management (BLM) Standard Document Identification Numbering System (DINS)
Program Area: Procurement/Finance
Purpose: This Instruction Memorandum (IM) updates the BLM standard DINS.
Policy/Action: This IM documents BLM’s organizational and operational changes that are effective as of October 1, 2006. Attached are Numbering Structure and Examples (Attachment 1), BLM Office Code Conversion Table (Attachment 2), Document Types and Instrument Codes (Attachment 3), and Assigning Numbers to BPA Set-ups and Calls (Attachment 4). Any organization and operational changes to the DINS should be coordinated with Barb Bellio, BC-661, email: Barbara_Bellio@blm.gov.
Timeframe: Effective immediately upon receipt.
Budget Impact: Budget impact is minimal.
Background: The BLM established a standard DINS beginning in Fiscal Year (FY) 1999 to:
1. Comply with Federal Financial System standards for recording commitments and obligations;
2. Provide a Y2K-compliant document numbering system;
3. Implement the Interior Department Electronic Acquisition System; and
4. To correct audit deficiencies.
Manual/Handbook Sections Affected: BLM Manual Section 1510, Acquisition.
Coordination: All State Procurement Analysts were contacted for input into the FY 2007
DINS. Changes and codes have been compared to the information contained in the FY 2007 Organization Reference Table.
