EMS TRANSMISSION 07/21/2006 Instruction Memorandum No. 2006-199 Expires: 09/30/2007 To: State Director, New Mexico From: Assistant Director, Minerals, Realty and Resource Protection Subject: Helium Program - Performance Measure Implementation Program Area: Helium Purpose: This Memorandum provides guidance regarding the Bureau of Land Management’s (BLM) implementation of four new Helium Program Performance Measures in Fiscal Year (FY) 2006 (see Attachment 1). Policy/Action: To be in compliance with the “Independent Auditors’ Report on the Department of the Interior’s Annual Report on Performance and Accountability for FY 2005 (Report No. X-IN-MOA-0011-2005)” corrective action milestones, the following actions must be taken: · Continue to work with the Amarillo Field Office staff to finalize the performance measure data specification sheets for each Helium Program Performance Measure in Attachment 1. · Begin gathering data that will allow the BLM to report on each of the Helium Program Performance Measures in FY 2006. · Identify any issues that may delay implementation of the Helium Program Performance Measures. Time Frame: Effective upon issuance. Background: In FY 2004, the Department of the Interior (DOI) contracted with KPMG LLT, an independent certified public accounting firm, to audit the financial statement of DOI for FY 2005 and 2004. The summary of the corrective action plan states that “BLM should include in its Management’s Discussion and Analysis (MD&A) section performance measures related to its significant programs, which would include the Helium program.” In response to the KPMG findings the BLM has created performance measures for the Helium Program and will include them in the MD&A discussion. Budget Impact: None. Manual/Handbook Sections Affected: None. Coordination: This Memorandum has been coordinated with the BLM Budget Office and Amarillo Field Office.
