EMS TRANSMISSION 07/19/2006 Instruction Memorandum No. 2006-195 Expires: 09/30/2007 To: All Field Officials From: Assistant Director, Renewable Resources and Planning Subject: Transmittal of Memorandum of Understanding (MOU) WO-220-2006-10 Between Bureau of Land Management and Public Lands Foundation, Promoting the Use of Public Lands Foundation Members as Volunteers to Collect Inventory, Monitoring or Assessment Data Program Area: Inventory, Monitoring and Assessment Purpose: This Instruction Memorandum (IM) issues the Memorandum of Understanding with the Public Lands Foundation (PLF) to promote the use of PLF members as volunteers to collect inventory, monitoring and assessment data. Many PLF members, as former federal employees, have the skills and experience to accomplish this task. Policy/Action: Field offices are to implement the Memorandum of Understanding (MOU) in accordance with the Responsibilities And Procedures section. Field offices are encouraged to take advantage of this experienced resource by communicating data collection needs and opportunities to Keith Miller at r.keith.miller@att.net. Keith will be the contact for PLF and match requests with volunteers. It will be PLF’s responsibility to provide, from amongst their membership, a list of volunteers who have the skills and interest to meet your needs. PLF volunteers should be enlisted using the standard volunteer agreement. Background: The PLF has many members who have the knowledge and experience needed to collect data using BLM procedures and techniques. Many of them developed these skills while employed by the BLM. Some members have expressed a desire to assist the BLM with collection of inventory, monitoring and assessment data. This MOU was developed to promote the opportunity to utilize PLF members and to delineate responsibilities for matching skills with needs. Timeframe: This IM is effective immediately. Budget Impact: The effect of this IM on the budget is minimal.
