Subject:           Public Notification of Fee Expenditures and Displaying the New Fee Logo
 
Program Area:Recreation Fee Program Implementation
 
Purpose:This directive provides information about the new recreation fee logo which replaces the Recreational Fee Demonstration Program logo. This directive also includes directions for acquiring and installing this logo on existing, replacement and new signs posted at recreation fee sites and areas. Installation of this new fee logo is required in compliance with the Federal Land Recreation Enhancement Act (REA).
 
Policy/Action:  The REA requires agencies to provide an opportunity for the public to participate in the recreation fee program. It is the Bureau of Land Management (BLM) policy to be proactive in the accountability of its fee program by providing information on how the BLM is using recreation fees. This information can be distributed through open houses, media, agency press releases, and public information packages including brochures, and posting information at Field Offices and the site of fee collection.
 
The results of these expenditures must be visible to the public and explained with signs or other notification posted at or nearby the actual improvement as soon as possible after completion. Using the notification methods listed above on how fees are being reinvested should occur at least annually or as projects are completed or new services are established.
 
The BLM has developed a new fee logo to be incorporated onto all new and existing signs. Until there is a need to replace signs, a fee logo replacement decal will be used to cover the existing fee demo logo. The initial supply of replacement decals will be distributed by the State recreation program leads. Due to the cost associated with the production of these decals, Field Officials are asked to limit their initial request to the exact number of decals needed to cover the logos on their existing signs. Once this initial distribution has taken place, fee logo decals will then be available through the Printed Materials Distribution Services (PMDS).
 
Time Frame: This Action effective with the date of this directive.
 
Budget Impact:Replacing the existing Recreational Fee Demonstration logo on existing signs with new recreation fee decals will have a minor budget impact.
 
Background:The Federal Land Recreation Enhancement Act, (Public Law, 108-447) was signed by President Bush on December 8, 2004. Implementation of a recreation fee program that maximizes benefits to the visiting public is a top priority for the Bureau of Land Management. Communicating and marketing the fee program assists with public involvement with and acceptance of the program. 
 
Directives Affected:This policy is in conformance with Handbook-2930-1.
 
Coordination:This guidancecomplies with Instruction Memorandum No. 2005-063 and No. 2005-166 that were coordinated through the Deputy Secretary of the Interior and with Handbook-2930-1, Recreation Permit Administration.
