EMS TRANSMISSION 03/09/2006 Instruction Memorandum No. 2006-100 Expires: 09/30/2007 To: AFOs From: Assistant Director, Renewable Resources and Planning Subject: Cooperative Rangeland Monitoring Revised Implementation Guidance Program Area: Rangeland Management Purpose: The purpose of this instruction memorandum is to provide an updated set of Questions and Answers to assist with implementation of the Memorandum of Understanding for Cooperative Rangeland Monitoring (attached). Policy/Action: The Public Lands Council (PLC) President and the BLM Director signed an MOU on January 30, 2004, to implement cooperative rangeland monitoring between grazing permittees/lessees and BLM. The BLM and PLC entered into the MOU to encourage permittees/lessees and local BLM offices to work together to monitor and evaluate resource conditions, progress toward achieving objectives and/or land health standards, and to share information for making grazing decisions. The attached revised set of questions and answers are provided to assist Field Offices with implementation of the MOU. Field Offices should replace the previous version of Questions and Answers dated June 14, 2004 with this revised set of Qs and As dated October 21, 2005, and use this guidance when undertaking joint cooperative monitoring. The most significant changes in direction are identified in questions 1 and 2 under CCC (involving others). Time Frame: Effective immediately.
