Subject: Recruitment, Relocation and Retention Incentives
Program Area: Human Resources Management
Purpose: This Instruction Memorandum establishes policy for the Bureau of Land Management for requesting approval for recruitment, relocation, and retention (3Rs) incentives.
Policy/Action: All requests for approval to offer recruitment, relocation, and/or retention incentives for non-fire positions should be forwarded to the Chief Human Capital Management Project Director for review and forwarding to the Deputy Director, BLM for approval.
Requests to use this authority for positions filled under the DOI National Fire Plan must be routed through the Director, Office of National Wildland Fire and Aviation Policy at the National Interagency Fire Center. The Director of the Fire Center will review requests and make recommendations that help maintain consistency and prudence in the use of the 3Rs among bureaus and with the U.S. Forest Service. The Deputy Director, BLM has final approval authority for fire positions as well.
The servicing Human Resources Offices must ensure the existence of a sound and documented premise for initiating a request for an incentive, denying those that do not meet the regulatory criteria or for which a sound premise cannot be made.
Timeframe: This policy becomes effective immediately.
Budget Impact: None
Background: Although the Department’s policy indicates that authority to approve 3Rs incentives may be further delegated at the discretion of the head of the bureau, the BLM has decided, at this time, to maintain the authority with the Deputy Director.
