Subject: Tower Climbing and Fall Protection Program
Program Areas: Telecommunications and Safety
Purpose: This Instruction Memorandum (IM) establishes the Bureau’s Tower Climbing and Fall Protection Program and distributes the Program Handbook.
Policy/Action: Each State and Center that has radio telecommunication systems shall conform to the Bureau's Tower Climbing and Fall Protection Program per Attachment 1 (Tower Climbing and Fall Protection Program Handbook).
This IM and the attachment will serve as the interim policy while the Program Handbook is incorporated into a revised Radio Communications Manual Section 1292.
Timeframe: This policy is effective upon the date of issuance.
Background: The Code of Federal Regulations (OSHA) requires that a program be in place for Tower Climbing and Fall Protection. The goal of the program is to provide for the safety of employees and contractors that perform elevated telecommunications work. To do so, means defining the technical, engineering, operational, training, equipment, medical and records requirements from various safety, telecommunications and industry sources. This policy and Handbook were created to consolidate the various policies, regulations and procedures into a single program that is uniform across the bureau.
Coordination: This IM was coordinated with Bureau Safety Office and the National Telecommunications Office.
Manual/Handbook Sections Affected: This IM supersedes the information provided in IM’s: 1998-111, 1998-120, 1999-098,
1999-169 and 2000-190.
