Subject:           Availability MS 3809 Manual – Surface Management and 3809-1 Handbook – Surface Management

 

This Information Bulletin (IB) transmits the revised manual section MS-3809, Surface Management, and new handbook H-3809-1, Surface Management.  The manual section and handbook contain national policies, processes, and procedures for surface management of operations authorized by the mining laws. 

 

Bureau of Land Management (BLM) personnel must review and implement the policies, procedures, and guidance contained within these documents. Field officials will ensure that all BLM employees with surface management responsibilities receive this IB and the associated manual and handbook and become familiar with the contents of both documents.

 

The final revised surface management regulations at 43 CFR 3809 became effective January 20, 2001.  The revised manual and new handbook reflect this and subsequent revisions.  The policies, procedures, and guidance outlined in this manual section and handbook may differ from existing practices and therefore require careful review.
