Subject: Distribution of the Revised Bureau of Land Management Records Access Category Lists
This Information Bulletin (IB) transmits the revised Bureau of Land Management (BLM) Records Access Category (RAC) lists. Title 43 CFR 2.5 requires the BLM to regularly update the records that are routinely available to the public, with or without filing a Freedom of Information Act (FOIA) request prior to public release. An extensive review of the original BLM RAC list was conducted between September 16th through October 31, 2011 in accordance with IM 2011-170, “Validation of New Records Access Category List.”
The attached RAC list segregates BLM records into two categories. Records within Category 1 (A) generally do not require a FOIA request or Records within Category 1 (B) require review and segregation prior to release. All records within Category 2 must be requested with a FOIA request. All BLM employees must review the new RAC lists to familiarize themselves with what BLM records are readily available to the public and to understand what types of records require a FOIA request. This list supersedes the interim guidance previously released.
