Section 501 of the Small Business Opportunity Development Reform Act (Public Law 100-656) requires Federal agencies to prepare a forecast each FY for contracting opportunities that small and disadvantaged business are capable of performing.  The Department of the Interior Office of Small Disadvantaged Business Utilization (DOI OSDBU) publishes this data and makes it publicly available to small businesses.

In accordance with the Bureau of Land Management (BLM) Acquisition Manual 1510, this Information Bulletin (IB) serves as the annual reminder for requiring offices to enter initial forecasted and predicted FY 2012 acquisition projects into the Budget Planning System (BPS) at http://bps.blm.gov/. The BLM’s commitment with meeting the statute will be satisfied through the use of the BPS. The APP data will also be used to ensure our compliance with specific congressional direction for the National Fire Plan.  The BLM managers can use the forecast to properly allocate resources such as workload and budget, as well as to consolidate similar requirements and develop acquisition strategies with the appropriate contracting office.

Offices contemplating projects that would exceed $25,000, either as a one-time purchase or as a multiple-year requirement, must enter the appropriate Advance Procurement Plan data into the BPS beginning October 1, 2011.  Information can be entered into the system at any time but once entered; quarterly updates are required to maintain the information.  For more information and to register for access, go to http://bps.blm.gov/. Additionally, Attachment 1 is a step-by-step guide to completing the APP form in the BPS.

Enter data for all currently approved fire and non-fire acquisition or financial assistance (grants, cooperative agreements) requirements whose estimated aggregate value is anticipated to exceed $25,000. Some examples of projects to be entered into the APP include:
  • Fuels treatment projects;
  • Emergency fire rehabilitation projects;
  • Communications tower replacement projects;
  • Sites requiring radio frequency hazard analysis;
  • Fire facility and other construction;
  • Deferred maintenance and infrastructure improvement projects;
  • Rural fire department assistance;
  • Energy projects; and
  • Land use planning support contracts.
For each planned requirement, include the contact name, phone number, and email address of the proposed Contracting Officer’s Technical Representative (COTR) anticipated to be assigned to the requirement so that the proper COTR training is completed by the individual prior to award.

The initial data entry must be completed by November 30, 2011.  On a monthly basis, the Bureau Procurement Chief will upload the BPS data to an external-facing portal hosted by the DOI OSDBU.
