Information Bulletin No. 2010-031

To:                   All Field Officials

From:               Assistant Director, Renewable Resources and Planning

Subject:            A Strategic Plan for Integrating Greening Strategies

The purpose of this Information Bulletin (IB) is to inform personnel of the Bureau of Land Management’s (BLM) strategy (Attachment 1) for meeting the requirements of Executive Order (EO) 13423 - Strengthening Federal Environmental, Energy, and Transportation Management and other laws and regulations related to “Greening”.

Periodic updates to this strategy document will be posted on the BLM’s Greening SharePoint site at http://teamspace/sites-wo/greening/default.aspx.

Greening is best defined as the process of conducting the BLM’s operational activities in a manner that is less harmful to the environment whenever possible. Greening within the BLM is required by statute, regulation, and EOs. The following priority elements are discussed in the attached document:
  • Electronic Stewardship – managing environmentally hazardous electronic assets using environmentally sustainable technologies and practices
  • Pollution Prevention and Recycling – reducing the generation of wastes or contaminants
  • Alternative Energy Source Development – development of renewable sources of energy that minimize the depletion of natural resources
  • Energy and Water Conservation – reducing energy consumption and measuring and conserving water
  • Vehicle Fleet Management – managing fleet vehicles to reduce petroleum consumption
  • Green Purchasing – purchase or acquisition of goods and services with attributes that reduce harmful effects on human health and the environment
  • Sustainable Buildings and Facilities – building features or requirements that conserve natural resources, and reduce pollution throughout their life cycles
  • Environmental Management System (EMS) – management system for controlling the significant environmental aspects of an organization.
A Strategic Plan for Integrating Greening Strategies describes the framework and strategy for Greening activities within the BLM to meet the requirements identified in EO 13423 - Strengthening Federal Environmental, Energy, and Transportation Management and other laws and regulations related to “Greening.”

This Greening strategy has been coordinated with the BLM’s  various Division of Environmental Quality and Protection (W0-280) programs, the Division of Business Resources (WO-850), Property, Procurement, and Engineering programs, and the Department of the Interior’s Office of Environmental Policy and Compliance (OEPC).
