UNITED STATES DEPARTMENT OF THE INTERIOR BUREAU OF LAND MANAGEMENT WASHINGTON, D.C. 20240 http://www.blm.gov/ February 9, 2009 In Reply Refer To: 8300 (250) P EMS TRANSMISSION 02/10/2009 Information Bulletin No. 2009-039 To: All Field Officials and Director, National Landscape Conservation System Attn: Recreation and Engineering Advisors From: Division Chief, Recreation and Visitor Services Subject: Request for Fiscal Year 2010 Project Proposals – U.S. Forest Service San Dimas and Missoula Technology and Development Centers Program DD: 03/27/09 The purpose of this Information Bulletin (IB) is to solicit recreation related technology project proposals from the Bureau of Land Management (BLM) staff for consideration by the U. S. Forest Service (FS) San Dimas and Missoula Technology and Development Centers Program (T&D Program) for Fiscal Year (FY) 2010. The T&D Program works to support the resolution of recreation-related problems through the use of technological applications and annually offers partner agencies the opportunity to submit proposals for such projects. Costs for the project are covered by the T&D Program and through national partnership and cost-sharing agreements among the FS, the BLM and other Federal agencies. The BLM staff faced with on-the-ground recreation-related issues is invited to submit project proposals for consideration. Projects can include: applications of technology such as equipment or tool development, product market searches, and technology transfer (reports, DVDs, websites and training). Proposal authors are asked to complete and submit the attached form by close of business, March 27, 2009. Proposals should describe how the work is currently being done, provide a proposed solution for the problem, and outline the expected benefits of solving the problem. Along with this document is the Recreation Project Proposal form with proposal criteria (Attachment 1) that must be used to structure the proposal documents. The form is required to provide consistency of information and to expedite the review and selection process. All proposals are considered and selected on their individual merit, without regard to agency of origin. Project proposals should be submitted electronically to Vicki Josupait, Outdoor Recreation Planner, National Operations Center (NOC) at Victoria_Josupait@blm.gov. Proposals are due by COB on March 27, 2009. Ms. Josupait will coordinate the internal review and prioritization of the proposals in consultation with the Washington Office, and will ensure the proposals are sent to the T&D Program staff to meet their deadline. Authors will be notified upon receipt of the proposal, and again after it has been evaluated by the T&D Program. This IB was coordinated with the BLM Recreation and Visitor Services (R&VS) Division (WO250) and the NOC Division of Resource Services (OC500).
