This Information Bulletin (IB) provides information and a due date for submitting Mission Needs Statements (MNS) to the Information Technology Investment Board (ITIB) for Fiscal Year 2011 funding considerations.
Mission Needs Statements are required for all new IT investments, enhancements/modifications exceeding $100,000 annually beyond operations, and maintenance activities for existing national IT system/investments. Guidance for completing a MNS is included in Attachment 1, BLM Mission Needs Statement Template.
In order for a new investment to be considered, a MNS must be submitted to the ITIB through the Division of Investment Management (WO-550) by November 21, 2008. If approved, an Exhibit 300 for full funding consideration must be submitted to the ITIB in the spring of 2009.
