Subject:            Mission Needs Statements (MNS) for New Information Technology Investments and Enhancements to Existing Investments for FY 2010

This Information Bulletin (IB) provides information and a due date for submitting Mission Needs Statements (MNS) to the Information Technology Investment Board (ITIB) for Fiscal Year 2010 funding considerations.

 

Mission Needs Statements are required for all new IT investments, and enhancements/modifications exceeding $100,000 beyond operations and maintenance activities for existing National IT system/investments. Guidance for completing a MNS is included in Attachment 1, BLM Mission Needs Statement Template.

 

In order for a new investment to be considered by the national ITIB, MNSs must be submitted by September 28, 2007. If approved, an Exhibit 300 must be completed for full funding consideration in the spring of 2008. More guidance and a complete Capital Planning and Investment Control calendar will be distributed soon.
