- 43 CFR Part 1860--Patent Preparation and Issuance (Federal Register, 11/5/97, 62 FR 59820-59821). This final rule removes 43 CFR 1862 and places the procedures in BLM manuals and handbooks.
- 43 CFR Part 2090--Non-mineral Entries on Mineral Lands (Federal Register, 10/1/97, 62 FR 51375-51376). This final rule is part of the Reinventing Government effort. It revises text in the CFR to reduce burden or duplication, or streamline requirements.
- 43 CFR Parts 2090, 2110, and 2130--Gifts; Acquisition of Lands or Interest in Lands by Purchase or Condemnation (Federal Register, 10/6/97, 62 FR 52034-52036). This final rule moves 43 CFR 2111.4 to 43 CFR part 2091 and removes the remainder of 43 CFR parts 2110 and 2130 in their entirety. These regulations are either statements of policy, internal procedures, or restatements of statutory provisions. BLM believes that they can be deleted without having any substantive impact on the public.
- 43 CFR Part 2760--Reclamation Projects, Grant of Lands in Reclamation Townsites for School Purposes (Federal Register, 11/21/97, 62 FR 62266-62267). This final rule removes obsolete regulations governing townsites associated with reclamation projects and grants of land in reclamation townsites for school purposes.
- 43 CFR Part 3190--Delegation of Authority, Cooperative Agreements and Contracts for Oil and Gas Inspections; Cooperative Agreements (Federal Register, 9/22/97, 62 FR 49581-49588). This final rule is part of the Reinventing Government effort. It revises text in the CFR to reduce burden or duplication, or streamline requirements.
- 43 CFR Parts 3400, 3470, and 3480--Logical Mining Units in General, LMU Application Procedures, LMU Approval Criteria, LMU Diligence, and LMU Operations Administration (Federal Register, 8/20/97, 62 FR 44353-44371). This final rule--
- Amends the regulations on formation and administration of logical mining units (LMUs);
- Implements procedures designed to prevent the use of LMUs to extend the diligent development period of a Federal coal lease unless the lessee demonstrates progress toward production of the Federal coal reserves;
- Clarifies the circumstances in which BLM considers a Federal lease to be ``producing'' as it relates to section 2(a)2(A) of the Mineral Leasing Act; and
- Implements a Federal District Court ruling related to submission of resource recovery and protection plans.
- 43 CFR Subparts 3740, 3810, and 3820--Multiple Use, Mining; Mining Claims Under the General Mining Laws (Federal Register, 12/12/97, 62 FR 65376-65378). This final rule removes regulations on claimant's rights, helium, the watershed of Prescott, Arizona, the Papago Indian Reservation, and fissionable source material on coal lands. Each of these regulations is unnecessary or obsolete, either because they describe programs that no longer exist, or because they contain requirements already achieved by other regulations.
- 43 CFR Part 3800--Mining Claims Under the General Mining Laws; Surface Management (Hardrock Bonding) (Federal Register, 2/28/97, 62 FR 9093-9103). This final rule requires submission of financial guarantees for reclamation for all mining operations greater than casual use, create additional financial instruments for this purpose, and require operators with a record of noncompliance to file plans of operations.
- 43 CFR Part 4700--Adoption Fee for Wild Free-Roaming Horses and Burros (Federal Register, 2/5/97, 62 FR 5338-5339). This final rule provides authority to increase adoption fees for wild horses and burros that have a higher market value due to their herd area and/or other characteristic or trait.
- 43 CFR Part 5510--Use by Settlers and Homesteaders of Timber on Their Pending Claims and Free Use of Timber Upon Oil and Gas Leases (Federal Register, 10/1/97, 62 FR 51376-51377). This final rule removes 43 CFR 5511.1-2 and 5511.1-4 because they are obsolete and no longer serve a useful purpose.
